About RE Services

Founded in 2018 by Vinay Reddy as a Construction Management firm, RE Services quickly expanded its CM services with Rafael Lopez and added a Landscape Architecture Design Division under the leadership of David Preciado. Under this leadership, the RE team has continued to expand the team by providing excellent service and quality deliverables for a variety of public works clients throughout Southern California.

OUR TEAM

Vinay Reddy, PE, QSD

PRESIDENT/FOUNDER

Vinay Reddy is the President and founder of Reddy Engineering Services. Vinay leads the company’s strategic planning, business development, and marketing efforts, as well as delivering task orders for our clients. Vinay is a registered Professional Engineer with over 13 years’ experience in the Construction industry, with expertise in the roles of Lead Construction Inspector, Office Engineer, and Resident Engineer. He has successfully completed award-winning projects for SANDAG, Caltrans, County of San Diego, and MTS.

Vinay attended University of California Davis to earn his Civil Engineering degree. He chose the Construction Management and Entrepreneurial route to satisfy his passion for cultivating relationships and building meaningful improvements for local communities. Vinay enjoys the variety of challenges that come up on construction projects and takes pride in coming up with innovative solutions that both satisfy the end user and keep the job progressing.

In his leisure time, Vinay enjoys spending time with his wife and three young children and playing and watching basketball.

Rafael Lopez, PE, QSD

PRINCIPAL ENGINEER

As Principal Engineer for RE Services, Rafael Lopez is integral to the Construction Management Division for business development, safety management and overall business management while managing task orders and performing on task orders as a Resident Engineer, Office Engineer, or Construction Inspector. Rafael has over seven years of professional consultant design experience in the transportation industry, leading engineering teams in the preparation of plans, specifications and estimates for various agencies throughout California. Over the last eight years, Mr. Lopez has been working on the Construction Management side of the industry on an array of transportation projects, most notably, the Midcoast San Diego MTS Trolley Blue Line Extension and AC overlay projects for the County of San Diego.

Motivated by a family history in the construction industry, Rafael majored in Civil Engineering from San Jose State University with the ambition of contributing to infrastructure projects that are vital resources to communities in his home state. “Nothing is more satisfying than successfully completing a project and watching people utilize it every day.”

In his leisure time, you can find Rafael enjoying the outdoors either fishing, hiking, or BBQing with friends and family.

David Preciado, PLA, QSP

PRINCIPAL LANDSCAPE ARCHITECT

David Preciado is the Principal Landscape Architect leading RE Service’s Landscape Architecture division and some of his responsibilities include client relations, design quality control, business development, marketing, and project delivery. David has over 30 years of experience in the industry, having provided excellent work to several agencies in greater San Diego.

Throughout his career, David’s passion for design has been rooted in developing creative solutions in the development of spaces for outdoor environments including playgrounds, parks, streetscapes, transit stops and stations, and residential projects. David has spent several years in business development side of the office and more recently has enjoyed the challenge of growing a small business, the teamwork required to do so, and the meaningful relationships forged along the way.

In his leisure time, you can find David hiking, surfing, spending time with family and friends, and more recently, learning to play the guitar.

ADMINISTRATIVE OFFICE MANAGER

Eric Tallarita, PE, CCM

CONSTRUCTION ENGINEER / CONSTRUCTION MANAGER

Eric joined RE Services in October of 2021 and is a key member of the Construction Management team, currently performing as a Construction Inspector while also assisting with marketing and business development. Eric is a registered Professional Engineer, a Certified Construction Manager (CCM), and has over 11 years of experience in Construction. His unique experience includes working directly for three different state Departments of Transportation (New York, Connecticut, Massachusetts) prior to moving to the private sector. His field roles include Construction Inspector, Office Engineer, and Resident Engineer for several bridge construction projects. His experience also comprises 5 years of Construction Operations roles, including Project Records Auditor, Specifications Engineer, Quality Assurance Manager, Value Engineering Coordinator, and Constructability Engineer. His broad experience and agility make him an asset to the RE Services team.

Eric attended Manhattan College in New York City to earn his Civil Engineering degree. He attended the University of Massachusetts to earn his Master’s in Business Administration. Eric takes pride in his reputation as an Engineer but also has a passion for the business side of the industry, applying his knowledge and education to help grow and optimize RE Services.

In his leisure time, Eric enjoys lifting weights, playing basketball, reading, and trying new restaurants.

Jaime Sandoval, PLA, QSP

LANDSCAPE ARCHITECT

Jaime Sandoval is a Senior Landscape Designer in RE Service’s Landscape Architecture division. With over 9 years’ experience working on public works, transit, transportation and military projects, Jaime is well versed in the preparation of plans, specifications and estimates through all project phases, from concept, through construction documents and finally construction administration. In addition, Jaime provides subject matter expertise in 3D Modeling and Visualization/Simulation Graphics for both visual impact assessments and presentation graphics.

Having earned his degree from the University of California Davis, Jaime chose a career in Landscape Architecture as it blends his passions for environmental design and nature while allowing him to creatively design solutions that improve public spaces in the local communities of his native San Diego.

In his leisure time, you can find Jaime enjoying quality time with his family and spending time outdoors on his bike.

Brian Risher, CMIT

SENIOR CONSTRUCTION INSPECTOR

Brian Risher is a key member of the RE Services Construction Management division. With over 10 years’ experience in the industry and having prior experience working as a contractor, Brian has the unique advantage of thoroughly understanding the means, methods, and materials for the projects he now inspects. This advantage allows him to fully emphasize the need to be compliant with the contract, while understanding the potential limitations and challenges faced by the contractor. Brian has the reputation of a valued and trusted Inspector on successfully delivered projects for Caltrans, BART, SANDAG, and County of San Diego.

Beginning his career in the masonry trade, Brian eventually transitioned into becoming a Senior Construction Inspector due to his excellent attention to detail and desire to obtain a more fulfilling role in the execution of contracts and delivering prideworthy products. His favorite aspects of the job are working outside and collaborating with all project stakeholders to build a better San Diego.

In his leisure time, you can find Brian weight training, writing stories, and playing board games.

Amy Comte, ToR, QSD/p, CPESC, CESSWI

STORMWATER CONSTRUCTION MANAGER

Amy Comte, Stormwater Manager, leverages over twenty years of industry experience to excel in her role as Stormwater Manager. As a Construction General Permit (CGP) Trainer of Record (ToR), she provides essential training to staff and clients covering elements of the National Pollutant Discharge Elimination System (NPDES) and CGP. Amy also manages project construction services pertaining to permitting and inspection focused on ensuring compliance with the CGP and stormwater regulations related to local, state and federal permitting.  Her expertise includes adept navigation and filing within the State Water Resources Control Board (SWRCB) Stormwater Multiple Application and Report Tracking System (SMARTS). A member of the California Stormwater Quality Association (CASQA), Amy is dedicated to maintaining high standards in stormwater management and compliance.

Amy Comte holds a degree in Geography with certifications in Urban Planning and Geographic Information Systems (GIS). She has earned multiple professional certifications that underscore her expertise in stormwater management. She is a Certified Professional in Erosion and Sediment Control (CPESC) and a Certified Erosion, Sediment, and StormWater Inspector (CESSWI). Additionally, Amy is a Construction General Permit Trainer of Record and a Qualified SWPPP Developer (QSD), further demonstrating her commitment to excellence and compliance in her field.

In her free time, Amy Comte enjoys playing softball, tending to her urban farm, and lifting weights.
