The State Route 94 Road Improvements Project was planned in conjunction with the Jamul Indian Village’s proposed casino in the same area. Improvements included roadway widening and realignment, grading, signalization, utility and landscape improvements within the impact area.

During the planning phase of the project, David Preciado served as the Visual Impact Assessment and Simulation Specialist for the team, preparing 3D models and photorealistic simulations showing the proposed improvements. The Visual Impact Assessment report included metrics addressing the existing visual character and quality, expected viewer groups, exposure, and sensitivity. The report also addressed changes to visual character and quality, and mitigation measures.
