This Caltrans and SANDAG Project will extend I-5 Express Lanes, one in each direction, in Oceanside and shall entail a new San Elijo Lagoon Highway Bridge to accommodate the new lanes and help improve lagoon tidal flow; building several sound walls; a new Park & Ride/Multi-Use Facility; and new auxiliary lanes. The Park & Ride/Multi-Use Facility will provide multi-modal parking and will feature recreational access to the Lagoon and the new North Coast Bike Trail.

As the Lead Inspector, Vinay Reddy was the person in responsible charge of overseeing a team of inspectors and included managing daily construction inspection for day and night work operations, approving daily inspection reports (DIRs) for monthly estimates, assisting the Resident Engineer with document control, and preparing as-built drawings.
